Matter under consultation

AEMO has developed a set of Demand Side Factors Information Guidelines to standardise how information about demand side factors will be collected from Distribution Network Service Providers (DNSPs) for application in the 2028 Integrated System Plan (ISP) and beyond.

Developed in response to a December 2024 Australian Energy Market Commission (AEMC) rule change to enhance consideration of demand side factors in the ISP, the Guidelines set out the information AEMO considers necessary to prepare a demand side factors statement in the ISP.

The approach for collecting and applying DNSP data in the Guidelines is broadly aligned with what is being applied for the 2026 ISP.

AEMO developed the Demand Side Factors Information Guidelines via a two-stage consultation process between August 2025 and December 2025.

The publication of the Guidelines and final report mark the conclusion of consultation.

Please note that stakeholders have an opportunity to consult on the demand side factors statement for the 2026 ISP via the Draft 2026 ISP consultation.

Submissions on the Draft 2026 ISP in PDF format are due to [email protected] by 6:00 pm (AEDT) on Friday, 13 February 2026.
