Review of the Power System Stability Guidelines

AEMO has concluded consultation on the changes to the Constraints Formulation Guideline under National Electricity Rules (NER).  AEMO developed the proposal following recent NER changes introduced by the National Electricity Amendment (Improving the NEM access standards – Package 1) Rule 2025 effective from 21 August 2025 (Package 1 rule).  

This consultation was undertaken as required by NER 4.3.4(h), following the expedited consultation procedure in NER 8.9.3.  

The proposal was to amend the Power System Stability Guidelines (Guidelines) to: 

  • Align terminology and other provisions relating to the application of the Guidelines with the Package 1 rule.   
  • Make changes to provide additional guidance for relevant participants on how to meet or demonstrate the requirements in the Guidelines, and remove unnecessary inflexibility. 
  • Make additional minor corrections, clarifications and drafting improvements for consistency with the NER or current AEMO practice. 

AEMO’s final determination on the proposal is to amend the Power System Stability Guidelines in the form published. The amendments are unchanged from the draft version published with the draft report on this consultation.
