Matter under consultation

AEMO commenced the Procedure Change Process to amend three related WEM Procedures. The amendments include moving the relevant contents of the IMS Interface – Network Operator Procedure into the Network Modelling Data and Communications and Control Systems WEM Procedures. The IMS Interface – Network Operator Procedure will be retired on conclusion of this Procedure Change Process.

AEMO proposed changes to the Network Modelling Data WEM Procedure to include:

  • Clarifying what technical information and data the Network Operator is to provide to AEMO to support Power System Modelling, power system studies, and related matters.
  • Updating the processes associated with information or data provision by the Network Operator, including the format, form, timing and manner of information and data provision.
  • The addition of a process by which AEMO may request updated or further information or data, and related processes to enable AEMO and the Network Operator to agree on an alternative timeframe or manner of information or data provision.
  • Clarification of the process for (the Network Operator’s) access to a shared location, as one means of providing the required information or data.
  • A summary table on the information and data requirements to assist the Network Operator’s understanding of its obligations.

AEMO proposed changes to the Communications and Control Systems WEM Procedure to include incorporating relevant requirements from the WEM Procedure: IMS Interface – Network Operators in relation to Real-time SCADA data, Historical SCADA data, SCADA control and Operational telephones.

Content from the IMS Interface – Network Operators Procedure, which is not incorporated into either the Network Modelling Data or the Communications and Control Systems WEM Procedures, will be obsolete at the conclusion of the Procedure Change Process.

On 6 February 2025 the State Electricity Objective (SEO) replaced the Wholesale Market Objectives under section 3A of the Electricity Industry Act 2004.  Following an assessment, AEMO considers the Procedures are consistent with the SEO.

Submissions

AEMO invited written submissions on this Procedure Change Proposal, including any alternative or additional proposals that may improve the procedure or better meet the State Electricity Objective in section 3A of the Electricity Industry Act 2004.

Respondents were asked to identify any parts of their submissions that they wished to remain confidential, and explain why. AEMO advised that it may still publish that information if it did not consider it to be confidential.

When making a claim for confidentiality, AEMO encouraged respondents to familiarise themselves with Chapter 10 of the Electricity System and Market Rules, which imposes obligations in respect to the release of documents.

Meetings

AEMO advised that, before the closing date for submissions, any person may request a meeting with AEMO to discuss the issues and proposed changes raised in the Procedure Change Proposal, stating why they consider a meeting is necessary or desirable.

Subject to confidentiality restrictions, AEMO generally makes details of matters discussed at a meeting available to other stakeholders, as part of the final published Procedure Change Report (or earlier, where applicable).

Closing date and time

AEMO advised that submissions in response to this Procedure Change Proposal were sent by email to [email protected], by 5.00 pm (AWST) on 30 June 2025.

All submissions were in electronic format (pdf or Microsoft Word) and should have used the Procedure Change Submission form available on this page.

AEMO was not obliged to consider submissions received after the closing date and time. Any late submissions should explain the reason for the delay and the detriment to the respondent if AEMO did not consider the submission.  

Publication

AEMO advised that all submissions will be published on AEMO’s website, and that confidential information will not be published, other than as specified above.
