Procedure change proposal
Electricity System and Market Rules – Clause 2.10
Date of Notice: 12 September 2025
Matter under consultation
AEMO commenced the Procedure Change Process to propose amendments to the WEM Procedure: Determination of Market Schedules and to implement the outcomes of Schedule 4 of the Wholesale Electricity Market Amendment (Cost Allocation Reform) Rules 2024. These Amending Rules made changes to the Contingency Reserve Lower and Essential System Services.
The Amending Rules were gazetted on 7 June 2024, Schedule 4 is commenced at 8:00 AM (AWST) on 30 October 2025.
Following an assessment, AEMO considered that the Procedure is consistent with the SEO as effective market scheduling is required to operate the electricity system efficiently and inform settlement outcomes. Effective market scheduling supports the SEO goals Power System Security and Power System Reliability which in turn improve price outcomes and reduce greenhouse gas emissions.
