Matters under consultation
AEMO has concluded consultation on the changes to the Constraints Formulation Guideline under National Electricity Rules (NER) 3.8.10(c).
AEMO consulted on two changes as required for:
- the National Electricity Amendment (Improving security frameworks for the energy transition) Rule 2024 No. 9 (ISF Rule) commencing 2 December 2025 - an added section for security service formulation constraints
- the National Electricity Amendment (Integrating price-responsive resources into the NEM) Rule 2024 No. 24 (IPRR Rule) commencing 23 May 2027 – including the new terminology “voluntarily scheduled resources”
AEMO also used this opportunity to consult on changes proposed through the consultation on the Congestion Information Resource (CIR) for changing the minimum threshold for left-hand side factors to 0.15 from 0.07.
AEMO thanks all stakeholders for their feedback throughout this consultation.
This version of the CFG will be effective from 2 December 2025. Please refer to Congestion Information Resources for the current CFG.

Constraints Formulation Guidelines
The Constraint Formulation Guidelines (CFG) sets out the principles for translating (or formulating) the physical restrictions in the power system into constraint equations. It also covers the life cycle of constraint equations from business requirement identification through to notification of application in the operation of the NEM, and the process for applying and removing constraint equations from the dispatch process.
