The rapid growth of price responsive resources such as consumer energy resources, aggregations of storage assets, and large flexible loads are changing the nature of supply and demand and how they interact to form wholesale prices in the National Electricity Market (NEM). While these resources increasingly influence dispatch outcomes and wholesale prices, their behaviour is often not visible to AEMO or the broader market.
In December 2025, Energy Ministers (excluding Queensland) agreed in principle to the core recommendations put forward by an expert panel tasked with completion of a review of wholesale market settings of the NEM (the NEM Review). This included the implementation of a mandatory framework for price responsive resource visibility and participation in dispatch, referred to as the Market Visibility Framework (MVF).
The proposed framework aims to address the gap in visibility in the NEM by establishing fit for purpose arrangements for the provision and use of information on price responsive behaviour and, where appropriate, the scheduling of resources in dispatch.
Energy Ministers have tasked AEMO, in consultation with industry and consumer representatives, to develop the MVF and make recommendations to Energy Ministers on its detailed design by December 2026, including advice on consumer benefits and implementation pathways.
AEMO has published a summary paper which details its intended approach to develop policy framework including scope and key issues to be addressed, along with proposed consultation milestones and engagement with stakeholders. This will include the establishment of a stakeholder advisory panel and the publication of a draft policy framework consultation paper for stakeholder feedback.
