Baseline Methodology Register
The Baseline Methodology Register outlines the key baseline settings for each baseline methodology available under the wholesale demand response mechanism (WDRM).
Background
At the commencement of the wholesale demand response mechanism in October 2021, Demand Response Service Providers (DRSPs) had a choice between four baseline methodologies.
On 27 March 2024, EnelX submitted three new proposed wholesale demand response (WDR) baseline methodologies to AEMO for consideration. The proposal was consulted on under the Wholesale Demand Response Guidelines. See: WDR Baseline Methodology consultation - EnelX proposals. AEMO’s final decision was to approve three new baseline methodologies, implemented in All Days and Business Days Only options.
The Baseline Methodology Register was updated on 23 February 2026 to include the first two of the three new baseline methodologies approved by AEMO. These are the 20-days Predictability of Load (PoL) lookback baseline methodology and solar PV focused baseline methodology.
DRSPs currently have a choice between eight baseline methodologies. They are based on the CAISO “10 of 10” framework and are differentiated by day type:

- Business Days Baseline Methodology
- Non-Business Days Baseline Methodology
- Business + Non-Business Days Composite Baseline Methodology
- All Days (20-days PoL lookback) Baseline Methodology
- Business Days (20-days PoL lookback) Baseline Methodology
- All Days (solar focus) Baseline Methodology
- Business Days (solar focus) Baseline Methodology
