NER 5.3.9

Altering a generating system or integrated resource system

The process for altering a generating system or integrated resource system is known as the NER 5.3.9 process, initiated under clause 5.3.9 of the National Electricity Rules (NER).

Proponents need to use the NER 5.3.9 process to propose any alteration that could affect performance, the power system, or other network users.

The NER 5.3.9 process is, in effect, a change management process which enables the Network Service Provider (NSP) and the Australian Energy Market Operator (AEMO) to:

  • maintain visibility of system alterations as proposed and implemented
  • assess the impact of a proposed system alteration on the power system
  • where appropriate, re-negotiate performance standards affected by the proposed alteration

It is also intended to provide appropriate investment certainty for Proponents.
