Early Assessment Framework
AEMO optional, non-project-specific OEM model pre-assessment offering.
The Early Assessment Framework (EAF) is an optional, non-project-specific pre-assessment that allows Original Equipment Manufacturers (OEMs) to independently validate their models with AEMO before entering project-specific contracts with Connection Applicants. The service aims to reduce repeat studies, lowers costs, and helps accelerate connections. The EAF complements the existing connections process and benefits both emerging and maturing technologies, supporting early identification of model issues, enhancing documentation quality, and streamlining both new connections and alterations.
Under the EAF, OEMs will work with AEMO to undertake a structured pre-project assessment of their models against AEMO’s modelling requirements in the Power System Model Guidelines (PSMG) and selected key generator access standards under the National Electricity Rules (NER) Schedule 5.2.5. This includes:
- Documentation review – Verifying completeness and quality of technical documentation, including model user guides, mapping sheets, and model validation reports.
- Model compliance checks – Ensuring models adhere to the requirements in the PSMG, including model setup and executable format, monitoring signals and simulation parameters.
- Model performance checks – Confirm the model can meet selected NER S5.2.5 technical requirements and is stable under a range of system conditions.
How the EAF adds value:
- Improved Model Robustness
Early validation confirms models meet AEMO's requirements, lowering the chance of model issues and rework during the connections process. - Lower Time and Cost
De-risking the connections process and minimising delays by resolving model issues before a project submission, saving costs and time. - Reduced Duplication Across Projects
Pre-project assessment benefits OEMs, Connection Applicants, NSPs and AEMO, by reducing the need for individual projects to separately perform selected non-project specific assessments. - Industry Confidence
Early direct engagement with AEMO reduces barriers to new OEMs and technology, building trust and enabling new plant to connect to the grid faster.
For detailed requirements and guidance on undertaking the EAF, refer to the Early Assessment Framework Draft Guideline.
AEMO hosted a webinar in May 2026 to introduce and explain the Early Assessment Framework, the webinar recording and presentation slides can be viewed at AEMO | Webinars.
