Consumer Energy Resources (CER) Data Exchange
Background
The CER Data Exchange (CDX) is a key enabler of a customer-centric, flexible, dynamic and data-enabled electricity system. It has the potential to support more efficient sharing of CER-related information between authorised parties, improve visibility of CER assets, reduce duplication of data exchanges, support customer participation and enable emerging energy services.
In 2024, the Australian Energy Market Operator (AEMO), in partnership with AusNet, conducted the CER Data Exchange Industry Co-Design initiative. The project involved a collaborative industry co-design process to develop a national CER data exchange. It was supported by the Australian Renewable Energy Agency (ARENA) through a grant from its Advancing Renewables Program. All materials produced through the initiative are available on the CER Data Exchange Industry Co-Design Project page on AEMO’s website.
Through the industry co-design process, the project partners collaborated with industry and consumer stakeholder groups to identify three priority use cases and develop an industry-aligned high-level design and implementation roadmap for a CER Data Exchange. AEMO published the final Industry Co-Design Report in April 2025.
Insights from the project indicated clear industry support for AEMO to progress the detailed design and implementation of CDX by leveraging capabilities delivered through the Market Interface Technology Enhancements (MITE) program.
Project scope and outcomes
The project commenced in November 2025 and explored the technical and regulatory arrangements for the three priority use cases:
- Use Case 1: Broader Access to CER Standing Data
- Use Case 2: Sharing and Receiving of Dynamic Operating Envelopes
- Use Case 3: Network Support and Flex Capability Discovery
CDX is intended to provide a digital foundation for a future in which integrated CER is a key part of an affordable, zero-emissions and reliable electricity system. As CDX focuses on organisation-to-organisation data sharing, capabilities delivered through the MITE program, including the Industry Data Exchange and Identity and Access Management, are intended to provide a consistent integration layer across the market. This layer would support information exchange between data providers, data consumers, existing AEMO systems such as the Distributed Energy Resource Register, and other systems as required.
Industry engagement
The project was delivered with guidance from the Technical and Regulatory Working Groups, which comprised more than 65 industry subject matter experts from 30 organisations, including distribution network service providers, retailers, aggregators, technology providers, market bodies and customer representatives.
The two working groups were formed to consider potential technical, governance and regulatory matters. They supported the project team by identifying topics for discussion and providing expert input, strategic insights and implementation considerations.
Project outcomes
The project team and working group members identified regulatory matters and dependencies that currently limit the implementation of CDX, together with potential enabling reforms that may be progressed through existing National CER Roadmap initiatives.
The project outcomes provide a foundation for future consideration of CDX capabilities and may inform subsequent industry, policy and regulatory initiatives relating to CER data sharing. Ongoing industry collaboration will be important to progress the identified implementation considerations and support the secure, interoperable and scalable exchange of CER-related information as the role of CER continues to grow across the energy system.
More details on the project outcomes and technical and regulatory requirements are available in the final deliverables below:
- CDX Project Outcomes Report – Presents the project outcomes, including industry feedback on the technical, regulatory and governance considerations and the enabling reform pathways that may support future implementation of the priority use cases.
- CDX Use Case Requirements Document – Consolidates industry feedback and documents the preliminary business justifications and technical and regulatory requirements developed for the priority use cases.
- Additional Appendix – CDX Use Case Feedback Tracker – Provides visibility of stakeholder feedback received, project responses and resulting updates made during development of the use case requirements, demonstrating how stakeholder feedback was considered and incorporated throughout the project.
The project concluded on 16 October 2026 with publication of the following final deliverables. If you have questions about the project, please contact the team at [email protected].
