Expression of Interest

The Expressions of Interest (EOI) process is the first activity proponents and AEMO undertake as part of Year 1 of a Reserve Capacity Cycle. Through this process, AEMO invites proponents to provide information on the amount of Energy Producing System or Demand Side Programme capacity they intend to make available two years in advance.

The 2026 Request for EOI and direct Indicative Facility Class (IFC) applications invite proponents who wish to make new Energy Producing Systems (including new Facilities or Facility Upgrades to existing Facilities) or Demand Side Programmes, available for the 2028-29 Capacity Year. The 2026 TNI Exclusion list for eligible DSPs can be found on the Network Access Quantities webpage.

If you intend to apply for Certified Reserve Capacity (CRC), your Facility must be assigned an IFC and indicative Facility Technology Type (IFTT) classification. You can obtain this via submitting an EOI or a direct IFC application. Both applications use the same form below. Relevant timelines and processing dates are provided below.

Why submit an EOI?

Indicative classifications prior to CRC applications

Submitting an EOI ensures you receive the IFC and IFTT required for Peak CRC and Flexible CRC applications. Without IFC and IFTT assigned to your facility, you cannot apply for CRC.

Early engagement

Submitting an EOI early enables early engagement between AEMO and you to help clarify relevant Reserve Capacity Mechanism (RCM) aspects – providing greater certainty and time to prepare for your CRC application.

Priority in NAQ tie-breaks

The validity and submission time of your EOI will influence your Facility’s place in the priority order if there is a tie break during the Network Access Quantity (NAQ) calculation process.

The REOI Report is published on 15 January.

Two ways to obtain IFC/IFTT:

  • EOI close 3 March 2026
  • Direct IFC application during the IFC window

EOI and direct IFC request the same information and use the same application form. EOI exists to benefit from NAQ tie breaks and engage early with aspects of the RCM.

The listed forms above can be in progress while preparing EOI or direct IFC submission but must be approved in WEMS by the relevant rule deadline.

FAQs

  • What information is required?
    • Proponent details: Name and contact information.
    • Facility details: Name, location, technology type(s) (e.g., generation, storage, demand-side).
    • Capacity info: Expected nameplate capacity, anticipated Peak and Flexible Capacity. Capacity info: Expected nameplate capacity, anticipated Peak and Flexible Capacity (if applicable).
    • Operational status: Earliest operational date, approvals (Access Arrangement, Environmental), fuel type, availability restrictions.
  • What if I’m unsure of the Facility's configuration?

    If you are unsure of the final configuration of the Facility, you may submit multiple EOIs specifying different configurations for the Facility. Multiple EOIs submitted for the same Facility are referred to as EOI Facility Variants. A proponent is required to nominate one EOI as the primary variant (EOI Primary Variant). AEMO uses EOI Primary Variants for the purposes of clause 4.2.7(b) to formulate RCM Constraint Equations under section 4.4B of the ESM Rules.

  • What are the requirements for a valid EOI? 

    To be valid under clause 4.2.6 of the ESM Rules, your EOI must:

    • address all questions in the EOI submission template
    • include supporting evidence where appropriate.
  • What is the difference between EOI and Direct IFC?

    It is not mandatory to submit an EOI. However, if you do not apply for an EOI, you must submit a Direct IFC application during the relevant window to proceed with applying for Peak CRC or both Peak and Flexible CRC. Submitting an EOI provides benefits in NAQ tie-break situations, enables access to AEMO assistance early, and helps you prepare for a CRC application.
