Notifications of Facilities Ceasing Operation in the WEM
Market Participants are required to notify AEMO when a Scheduled or Semi-Scheduled Facility is ceasing operation or when a Demand Side Programme no longer plans to apply for Capacity Credits. These notifications ensure AEMO can plan for system reliability by signalling capacity needs to the market.
Notification Requirements
Notifications are to be provided no less than three years between the date of the notice and the expected date of closure. Notifications are to be provided by email to [email protected].
Market Participants must notify AEMO when:
- A Facility is to cease operation permanently
- A Demand Side Programme will no longer intend to apply for Capacity Credits in a future Reserve Capacity Cycle or
- They wish to withdraw a previous notice.
Exception to the Three-Year Notification Requirement
In some cases, a Market Participant may be unable to give a period of three years between the notice and the date of expected closure. The ESM Rules allow for shorter notice periods in the case of insolvency, unexpected catastrophic event/s or unforeseen out of control event/s leading to the Facility becoming non-commercially viable. Publication of Notifications
AEMO must publish the details of all notifications under 4.4A of the ESM Rules on the WEM website within five business days of receipt.
